Application Requirements

ALL APPLICANTS: To qualify for this vacancy, you must meet both the Basic Requirement(s) and the Specialized Experience Requirement(s) for the grade level you are applying.

Basic Requirements for the GS-7

All applicants must meet one of the following requirements to qualify for this prosition at the GS-7 level.

(A) A 4-year course of study leading to a bachelor's degree with a major in any field;

OR

(B) At lease 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

COLLEGE TRANSCRIPTS MUST BE SUBMITTED TO VERIFY BASIC ELIGIBILITY FOR THIS POSITION BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

IMPORTANT NOTE: In the event you are selected for a position, you will be required to submit final (official) transcripts that support your eligibility before your appointment can become effective.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

Specialized Experience Requirements:

In addition to the basic requirement listed above, all applicants must meet at least ONE of the following requirements for the GS-7 level.

(1) At least one FULL year specialized experience equivalent to at least the GS-5 grade level (or equivalent). Specialized experience is experience that equipped the applicant with particular knowledge, skills, and abilities to perform successfully the duties of the position, and tht is typically in or related to the position to be filled. Examples of specialized experience includes: received and reviewing procurement requirement packages; conducting market research; providing advice and guidance on acquisitions to customers, program office personnel, and vendors.

(2) 1 year of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

(3) A Bachelor's degree with Superior Academic Achievement* in a related field of study.

*Additional information regarding Superior Academic Achievement:
S.A.A. is based on (a) class standing, (b) grade-point average, or (c) honor society membership.
    (a) Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.

    (b) Grade-point average (G.P.A.) - Applicants must have a grade-point average of:
     3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    3.5 or higher out of a possible 4.0 ("B" or better based ont he average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or

    Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.

    (c) Election to membership in a national scholastic honor society - Applicants can be considered eligible based on membership in one of the national scholastic honor societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.

(4) A combination of specialized experience and education that totals 100% of the experience requirement.

IF USING EDUCATION TO QUALIFY, COLLEGE TRANSCRIPTS MUST BE SUBMITTED BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

Foreign Education: Education completed in colleges or universities outside the United States may be used to meet the specific educational requirements as stated above. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States. Education: If this position requires specific educational coursework to qualify, or you are qualifying based in whole or part on education, you are required to provide transcripts as proof of meeting the requirements. Failure to provide the documetns will result in you receiving an ineligible rating.

Selective Service: If you are a male applicant born after December 31, 1959, you must certify that you have registered wit the Selected Service system, or are exempt from having to do so under the Selective Service Law. See http://www.sss.gov/

Veterans' Preference: If you are entitled to veterans' preference, you should indicate the type of veterans' preference you are claiming on your resume. Your veterans' preference entitlement will be verified by the employing agency.
For 5-point veterans' preference, please provide your DD-214 (Certificate of Release or Discharge from Active Duty), or official statemetn of service from your command if you are currently on active duty, or other official documentation (e.g., copy of military orders, campaign documents such as an expeditionary award citation, etc.) that proves your military service was performed under honorable conditions.

For 10-pint veterans' preference you must submit a Standard Form (SF) 15, Application for 10-Point Veteran Preference and dall other required documentation.
