DOIU’s acquisition curriculum provides a planned, systematic, competency-based approach to develop all levels of acquisition professionals for the Department of the Interior and other government agencies.
Government-wide Acquisition Management Development Program (GAMDP) Overview: The Government-wide Acquisition Management Development Program (GAMDP) is a two-year competitive program designed to attract and retain a highly qualified and diverse group of future leaders in the federal government in the field of acquisition management. The program is offered under the Recent Graduates Program, which is a component of the Pathways Program managed by the Office of Personnel Management (OPM). Recent college graduates are recruited as Contract Specialists at the GS-9 grade level with promotion potential to the GS-12.
Successful candidates are officially assigned to the Department of the Interior University (DOIU) and will participate in formal training, mentoring, and rotational assignments in sponsoring agencies. Upon successful completion of all program requirements, participants may be permanently placed at the sponsoring agency.
The Program consists of three core components:
- Technical and non-technical training
- Rotational assignments
- Formal mentoring
- Curriculum based on the Defense Acquisition University core competencies for the GS-1102 contract specialist
- Meet certification requirements for the Federal Acquisition Certification in Contracting (FAC-C) Level I and Level II
- Non-technical training focus is on OMB/OFPP’s general business competencies for the acquisition workforce
Rotational Assignments: Each participant is required to successfully complete rotational assignments in the different contracting divisions. The rotational assignments provide:
- On-the-job training and experience
- Opportunities to learn from senior leaders and create networks in the acquisition community
Formal Mentoring: Participants are assigned a mentor from the sponsoring agency who follows them throughout the program. Training is provided to mentors and mentees.

Federal Acquisition Certification for Project and Program Managers (FAC-P/PM): DOI University offers training that meets the requirements for FAC-P/PM certification based on the federal FAC-P/PM competency model.
Federal Acquisition Certification for Contracting Officer’s Representative Course (FAC-COR): DOIU provides the federal acquisition workforce with the fundamental courses necessary to obtain the Office of Federal Procurement Policy’s (OFPP) FAC-COR at Levels I, II, and III. DOIU also offers elective courses as well as customized courses for targeted training needs. To maintain FAC-COR certification, individuals must accumulate the specified number of Continuous Learning Points (CLPs) every two years as reflective of their level of certification.
Federal Acquisition Certification in Contracting (FAC-C): DOIU provides the federal acquisition workforce with the fundamental courses necessary to obtain the Office of Federal Procurement Policy’s (OFPP) FAC-C at Levels I, II, and III. DOIU also offers elective courses as well as customized courses for targeted training needs. These efforts assist the workforce in obtaining the 80 Continuous Learning Points (CLPs) that are required every two years to maintain certification.
Certification: FAC-P/PM, FAC-COR, and FAC-C certifications are managed and awarded at the agency level.
