The Office of Employee Development (OED) strengthens the U.S. Department of the Interior (DOI) workforce by helping employees learn, grow, and succeed in their careers. We support thousands of public servants across the nation those who protect natural and cultural resources, serve Tribal Nations and communities, manage public lands, and carry out the Department’s mission every day.
OED brings training, professional development, and learning services together into one coordinated, modern, and accessible enterprise program. Our work ensures that DOI employees, supervisors, and leaders have the skills they need now and for the future.
What We Do
Enterprise Learning & Training
We manage and deliver a wide range of training that helps DOI employees do their jobs effectively whether in science, conservation, resource management, technology, leadership, or day‑to‑day business skills. Programs include mission‑focused training (such as wildlife management, Tribal relations, engineering, risk management, data and geospatial skills, and cultural resources) as well as professional capabilities like project management, communication, and business acumen.
Leadership & Supervisory Development
OED provides leadership pathways for employees at all levels from early‑career development to executive readiness. We also support supervisory learning aligned with federal requirements, helping supervisors build strong teams and navigate performance, employee development, and workplace responsibilities.
Coaching & Mentoring
We offer confidential coaching through the Interior Coaching Program and support mentoring connections across DOI. These services help employees set goals, navigate change, and build professional networks.
Learning Systems & Course Support
OED manages DOI’s enterprise learning systems helping employees access training, maintain learning records, launch courses, and receive technical support. We maintain digital learning products, ensure accessibility, and support course publishing and reporting across the Department.
Mandatory Training & Compliance
We coordinate the Department‑wide process for mandatory training and ensure courses meet legal, policy, and accessibility requirements. OED works with program offices to review, update, and maintain mandatory learning resources across DOI.
Media & Production Services
OED provides professional media services, including video production, live broadcast support, field‑based filming, editing, captioning, and asset management. These services help modernize training delivery and support high‑quality virtual and hybrid learning experiences.
Who We Serve
OED primarily serves DOI bureaus and offices, but several of our services are also available to:
- Other Federal agencies, particularly through interagency collaborations, shared training events, and professional development offerings.
- Public participants, in cases where courses or learning resources are open for wider enrollment (for example, certain technical programs offered through DOI training centers or paid tuition‑based courses)

- National Conservation Training Center (Shepherdstown, WV)
- National Training Center (Phoenix, AZ)
- National Indian Programs Training Center (Albuquerque, NM)
- Denver Learning Center (Denver, CO)
- Lower Colorado Region Training and Conference Center (Boulder City, NV)
These centers provide classrooms, studios, and field‑based facilities supporting both in‑person and virtual learning.
