FPM 331 - Progressive Concepts in Program Management

This course focuses on systems management within the federal environment and satisfies performance outcomes necessary for the Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) at the senior Level. Participants will assess how systems development, including requirements, system engineering, test and evaluation, and logistics, fits into the overall Total Life Cycle Systems Management (TLCSM) environment. With the use of real-life examples, in-depth discussions, and analyses of current events, participants will navigate through federal department/agency decision support systems and learn key strategies to evaluate systems development challenges; lead the transition and assessment of strategic goals into executable project/program requirements; gain a comprehensive understanding of the benefits of a Project Management Office (PMO); and use systems engineering, life cycle logistics, and formal plans for managing systems. The course discusses topics on;managing requirements development; concept selection; technology development; core management skills of project management; communications management and working groups/teams. The course will demonstrate how to; Evaluate systems development challenges in the federal system environment; Lead the transition and assessment of strategic goals into executable project/program requirements; Evaluate the benefits of a project/program management office; Evaluating and evolve the development and application of a systems engineering approach to develop IT and non-IT products; Evaluate when life cycle logistics approaches are appropriate; Formulate an approach using integrated master plan (IMP)/integrated master schedule (IMS) processes; and, Appraise the importance of making informed decisions across the TLCSM.

Full attendance is required for all OED courses. Registration represents a significant investment in your professional development by you, your supervisor, and your office.

OED is an approved FAI Teaching School. All courses include a tuition fee, which applies to all federal employees, including those at DOI.

Registration & Credit

This course is managed through FAI Cornerstone OnDemand (CSOD), the government-wide system for tracking acquisition and financial training. You must register through CSOD to receive credit.

  1. Submit a SAAR Form
    Complete the System Authorization Access Request (SAAR) form.
    • Use the SAAR job aid for guidance.
    • Non‑DoD Federal Agency users: Refer to page 13 of the job aid.

  2. Begin the SAAR Process
    • Select Other Federal Agency (Non‑DoD).
    • When the new window opens, click Continue.
    • When asked “Do you know your DAUID?”, select No.

  3. Choose Your System Association
    From the drop‑down menu, select Virtual Campus (Online Training).

  4. Complete Required Information
    Fill out the Personal Details and Supervisor Details sections.
    • Use your email address as your future login ID.
    • DAU will send you an activation email once your account is created.

  5. Activate Your Account
    Use the link in the activation email to:
    • Create your password
    • Set password recovery questions
    • Choose a security image
    • Enable multifactor authentication

  6. Access Virtual Campus
    After signing in, select the Virtual Campus icon under My Apps.

  7. Enroll in Required Training
    • Select Find Learning
    • Search for FPM 331 - Progressive Concepts in Program Management

  8. Future Logins
    After your account is fully set up, you may log in directly through the DAU Login Page.
